Treats a 1D array as a 2D matrix of nb columns in x nb lines in elements, and extracts a rectangular sub-region from it.
For example, the array 1,2,3,4,5,6,7,8,9,10,11,12,13,14,15,16 can be interpreted as the following 4 x 4 matrix:
1 2 3 4
5 6 7 8
9 10 11 12
13 14 15 16
This module can extract the sub-matrix like:
6 7
10 11
and the output array 6,7,10,11.
