Yes, midi device is in rack. Meanwhile I tested a stepsequencer (Thesys) at the same virtual midi in and it works! The problem occurs when I use Ctrlr as midi input which is sending out only cc or sysex (will check again). No note on/off. But I also saw the peaks in the rack device when using Ctrlr!...

I am using Bome Midi Translator (Windows 8.1) to provide 4 virtual midi ports for merging different apps to the same physical midi out.
